On the current Preview branch of SteamOS, the Joystick Mouse feature will only output mouse movement when your finger is touching the capacitive touch sensor. This results in the joystick being very uncomfortable to use, as generally your fingertip isn't constantly on the top of the stick.
Steps for reproducing this issue:
Boot any game with mouse support, and try using the Joystick Mouse feature. You should notice that the stick will not move the mouse cursor unless touching the sensor. Nudging the joystick with your thumb nail is the surest way to reproduce the issue.
