Do you otherwise hear in game audio? Does voice chat work in the steam client (Half-Life uses Steam voice chat).
@alfred-valve Sound works in CS and voice chat works in the steam client friends chat.
However in CS I have the same problem as spacelike.
confirming DarkDefender's response. @alfred-valve all other audio as far as I can tell is working except for hearing microphone communication, even the radio hotkeys work "fire in the hole", "go, go, go", etc...
Problem exists for me to with ubuntu 12.10. All sounds work apart from voice chatt and steam calls dont work either in neither direction.
Can confirm same issue for me.
Boosted my mic and tested another steam call. I could hear myself and the person on the other side could hear me but I could not hear him.
I can confirm the same issue in ubuntu 12.04
A few minutes ago I was playing with a Linux user who also had the same problem as OP stated (he even told me that he was told he sounded robotic) BUT when we spoke to each other on microphone, we could hear each other perfectly.
So this is only a problem between Linux and Windows users.
I can confirm this is an issue for me as well. Ubuntu 12.04, Creative X-Fi Fatality using Pulse Audio.
I can confirm this on 12.10. Game sound works just fine, but not players on the microphone.
Confirmed on Mac OS X 10.8.2 (I can see when they talk — Looks like flickering boxes).
I can also see when they talk and it detects my voice on Test Microphone on Options.
Same problem - I have voice loopback set to 1 so I can hear my self, but I can't hear anyone else, and no one else can hear me, also the flickering.
And when I push to talk, my voice gets chopped in two
It's happening in the Windows version of the CS beta as well.

That's because what you are running is the stable version for Windows, not the native Beta on GNU/Linux :)
I get the same problem. Playing on jailbreak servers is kind of impossible with this bug.

Okay, can you launch the game with "-dev" on the command line and send me the full console log of joining a server and having this chat issue. I thought I had reproduced what you see but apparently I haven't. Also knowing the server ip you are connecting to will help, you need to join a server running the beta code, not an old style server (support for the older voice protocols has been removed).
Actually, I bet this is your bug, try running a listen server and have a friend connect (or another machine of your own) to see if you can reproduce the issue still in that case.

@jooiiee you can't right now, on release (real soon now) we will bump the version number and then you can't have this issue. I have changed versions yet so we have a nice large base of servers to test on, with the downside of small bugs like this.
So, eventually all the servers will get this update, correct?

Just made a listenserver and had a buddy connect, and it was still happening. I'm running the beta and he was on the .gcf version of CS.
Do both players need to be opted in to the cstrike beta for it to transmit voice correctly? In addition to the server being on the new beta code?
This is on Windows.
Just played on a BUILD 5940 SERVER with a friend and it appears fixed :)
Okay, great, closing this out with the comment that is it expected to fail if playing on older servers.
Can this bug be reopened? The issue still persists for me after the last update, I notice no changes in this area.
I think it is up to the servers to update to build 5940 spacelike. I don't know of a way to filter out servers but I still get map mismatches cause so many servers are out of date.
The issue is fixed so the bug should remain closed. Servers need to be updated.
Can I get some link that explains the new sound protocol and whatnot? I very much doubt any server will update - really. It's not like people will ever update most servers anyways. This means I'll never be able to play Counter Strike 1.6 (Jailbreak and microphone-based mods) on any popular local server.
Still, I'd like to give it a shot, but I need some web page explaining it to show the guys.

When the current beta is pushed as the regular build, all clients and servers will update too.

I realize how old this thread is, but it's currently 2014 and I am having a similar problem with steam on Manjaro Linux(Derived from Arch Linux). When I go on voice chat with my friend(he's using Win7) he can hear me but I cannot hear him at all, also I can't even hear the phone ringing sound, I can hear audio in games I play on steam but not the actual steam system audio, also when using headphones I get a lot of static over the mic, which is weird because when I talk through my laptops built-in mic there's no static(or at least not nearly as bad). I'd like to use linux over windows(and in fact i'm forced to at the moment) so it'd be nice if this problem could be solved. I'll also put in a ticket at steam support.
I can't hear others but they can hear me apparently.
Receiving doesn't work at all. When people talk I see their name display on the right hand side but it flashes very rapidly (keeps disappearing) and I don't hear any sound at all from their mic.
However, I've tested sending mic transmissions and the players say they can hear me.
One person said I sounded a little robotic though, but I have a very cheap old mic so it might not be a problem.
I am using pulseaudio in Gentoo 64-bit.
