When playing in offline mode, then connecting to WIFI, the steam deck is "unable to contact steam servers" until the steam deck is restarted.

Steps for reproducing this issue:

1. Play game without WIFI
2. Manually or Automatically connect to a known/unknown Wifi Network
3. See alert stating that steam servers are unable to connect.
4. Restart Deck and it connects fine.
