I can confirm. Steam does remember recently played games when starting and using the new "-gamepadui" option, but this information isn't transferred over to the "old" user interface.

Since it's the latest update (and it's currently), the game's quick start menu in the system tray doesn't save entries between Steam restarts anymore. Also since the last update, that list somehow reverted back to ~2+ months ago (don't use what was set from the previous version before nov 1 2022 at 20:48:56`` nov 1 2022 at 20:48:56)
Steps to reproduce this problem:
You have a complete list of recently played games and check for them in the quick start menu (in incomplete build nov 1 2022 at 20:48:56)
Upgrade to nov 1 2022 at 20:48:56
start a game
Game close and steam
Restart Steam and notice that it is not saved and back to an older menu
Note: For me, it's back from a list with recently played days (in the latest version) to a list from August (now it's November)
Slight update, yesterday i had upgraded steam to build Nov 2 2022, at 21:58:33, and the issue still exists in that build
Edit: updated to Nov 3 2022, at 19:43:50 today and still happenes
Edit2: i just noticed that the 2 recently played games are actually in the list, but not in the order they should be in
This issue seems to have been fixed in some version since then, because now in Nov 11 2022, at 02:54:16 it shows and remembers it correctly again
