After a recent steam beta client update, Remote play without VAAPI enabled has seemed to have switched from

Game Vulkan NV12 + libx264 main (4 threads)

to

Game Vulkan NV12 + libx264 baseline (4 threads)

Changing the default thread count seems to have no effect.

Turning on hardware encoding does not fix the issue.

After #8423 was fixed, I was experiencing latency in the 12 ms range which was glorious and basically completely unnoticeable.

Somewhere in the last 2 weeks or so I now cannot get display latency below 40ms, with 30ish% frame loss. I'm not positive if the libx264 reporting is related, but I did notice that change.

Steps for reproducing this issue:

  1. Start remote play with display Statistics turned on from an android, steam deck, or steam link client.
  2. See latency and frame loss
  3. Be annoyed

Changing to the "Balanced" Or "beautiful" Preset seems to have changed from libx264 baseline to libx264 main and solved the issue for me. I had had it set to Fast for as long as I can remember, but I will close this.
