Does this only happen when you have another Steam window behind the main one? I thought this was gonna be a Wayland problem. I can't have the friends list or chat windows behind the main window at all or this happens. I'm on Arch with GNOME on Wayland. Does it even with "Enable GPU accelerated rendering in web views" off for me.

Thank you so much! This is the issue, I can reproduce.
Since November my Steam have been so slow I had to stop using it, it is just unusable. That's because when the app starts, the chat window also opens. I have both windows maximized and the main window is on top of the chat window. After a couple of minutes of using it like this, the performance tanks. Closing the chat window prevents the issue.
I'm glad there's a workaround and I can play Steam games again.
I'm on a laptop with AMD Ryzen 9 5900HX and AMD RX 6800M. Fedora 36, GNOME 42 Wayland, Steam on Flatpak.

I think this might be a GNOME problem then. Because I changed to xorg and XFCE and that problem doesn't occur for me anymore. I wish more desktop environment's would support Wayland sooner than later. I kept trying to force myself to like GNOME or KDE and I just can't do it. XFCE has always been my preferred DE and it probably won't be fully Wayland for a few more years..
Your system information
Please describe your issue in as much detail as possible:
It seems that since I upgraded to Build Oct 19 2022 (or a recent re-release of it ?) the laggy steam client interface is back (It has plagued my steam client for a long time, until a 2022 build that fixed it)
Symptoms :
Low bandwidth mode / Low performance mode : enabling these settings has no effect.
