When I go into the per-game properties of Guns of Icarus and TF2, and try to edit the game's launch options, there's a 2 second delay in every input clump (this stacks). Near the end of the input delay there's a [2022-11-05 09:24:10] Flushed store 'userlocal' to '/home/kisak/.local/share/Steam/userdata/<steamid>/config/localconfig.vdf' log message in configstore_log.txt. Watching general cpu usage in htop, CIPCServer::Thr is eating a core in the 2 second delay. Rendering is blocked in the main Steam window until this thread catches up.
All games on this system are on a secondary steam library. Moved ~/.local/share/Steam out of the way and generated a new Steam instance, re-added the secondary library, and retested, no change. Moved ~/.steam out of the way and regenerated, no change. Switched back to the original ~/.local/share/Steam and called it a night.
perf top doesn't show anything insightful, Idle: 400 IRQs/sec and 80% read_hpet -> Quirk: 5800 IRQs/sec and 90% read_hpet
Speculation: Just before I observed this behavior, I told the system to end the gui session and reboot before letting Steam close completely. Something might have been partially written to disk before Steam reached normal closed status. I was troubleshooting an unrelated render quirk with Guns of Icarus and Team Fortress 2 had an update pending at the time.
Possibly unrelated: I told Steam to uninstall the game and the uninstall dialog disappeared several times with no visible action. About 10 minutes later, I'm watching the logs, told it to uninstall again and it decided to be compliant. Uninstall of Guns of Icarus had no effect on the 2 second stall in the game's launch options.
Picking a random game that's installed and wasn't involved yesterday, like Half-Life, and it's completely unaffected by the above.
