Latest SteamOS Holo 3.4 preview breaks hardware decoding for Remote Play.

Installing libva-utils and running vainfo shows the following:

vainfo: VA-API version: 1.16 (libva 2.15.0)
vainfo: Driver version: Mesa Gallium driver 22.2.0 for AMD Custom GPU 0405 (vangogh, LLVM 14.0.6, DRM 3.45, 5.13.0-valve31-1-neptune)
vainfo: Supported profile and entrypoints

      VAProfileMPEG2Main              : VAEntrypointVLD
      VAProfileJPEGBaseline           : VAEntrypointVLD

      VAProfileAV1Profile0            : VAEntrypointVLD

Doesn't seem to have any x264 capability

Steps for reproducing this issue:

  1. Enable Hardware decoding in Remote Play client settings
  2. Start a Remote Play stream with Show details on
  3. See that software encoding is being used.
