I have a laptop with a touch display and i can't scroll with touch like with chrome based browsers or firefox with wayland support enabled.
This affects not only the store page but also all menus and even chat

Instead what happens is dragging my finger will select the text(in the case of the store or the chat window)

Steps for reproducing this issue:

1. Get a laptop with a touchscreen
2. Install steam
3. try to drag various items and notice it treats them like selecting text
