I have also been facing this, but my case is even wierder. When i opened steam, besides the fact that it would be delayed by about 20 seconds do to those ioctl messages, my keyboard would disconnect, needing to be replugged. Steam would open, but the keyboard would be unresponsive. I've downgraded to nvidia 515.76, and the keyboard issue dissapeared, but the ioctl errors still persist.
I'm also on arch, and using the latest steam version.

Edit: After a few hours, the issue seems to have come back, including the keyboard disconnect.

It doesn't only delay startup. It disconnects my keyboard. I need to unplug it and plug it back in to make it work again...
Edit: the keyboard fully disappears from evdev. ls /dev/input/by-id does not even show my keyboard, but lsusb does. Xorg logs also confirm the keyboard disconnect.
so realised that the ioctl (GFEATURE): Connection timed out is a non issue and it's throwing segment faults.

Recently updated NVIDIA drivers to 520.56.06-12 and now steam won't launch.
It will run the updater and close the window, than will put the below error in the console a few times every 30-60 seconds and crash. No ui besides the updater launched.
