Can't create new storage with Storage Manager in Beta version

Please describe your issue in as much detail as possible:

Beta

On beta version of Steam, when trying to create new storage for games, I see no popup of choosing path for new library.

*You can work around this, when choosing installation path of game. However, it doesn't support custom paths

In stable version this works normally:

Steps for reproducing this issue:

  1. Open Settings -> Downloads -> Steam Library Folders
  2. Try to create new library
  3. See no popup

also broken function to move game to another storage.
Maybe the same problem, dialog window not appearing.

I am on Manjaro and since today could not add a new drive. I actually have one 1TB that is sometimes forgotten by Steam, so I had to add it manually again. But this time the [+] symbol did nothing. In the terminal fI got "Couldn't write /boot/efi/.steam_exec_test.sh: Permission denied" message. Reinstalling Steam did not solve it. But opt out from Steam Beta to standard solves this issue. I can add the folder again. So it might be a problem with the newest update (which I did today earlier or was it yesterday?).

@DareFox Just installed Beta Today (25/04/2023) and it's still having the same problem. Manjaro Linux (Linux 6.3.0-1 kernel).
