Having this same issue on the steam deck strangely it was working yesterday on the beta channel
hmm based on @zany130 comment perhaps @kisak-valve might want to add distro steamos/steam-deck labels to this issue?
My bad looks like it might of been a temporary glitch as it's working now after a reboot. In my case it was actually activating the hotkeys added to the menu but the menu wasn't visible.
@kisak-valve I just upgraded to the latest non beta Steam - which is apparently a bit newer than the beta where this bug was 100% reproducable. So the Jan 31 build of Steam fixes this bug! woot!
@kisak-valve Alas - I'm reopening because it turns out the current production version of Steam (built feb 10th at 2:38 pm) still has this problem. But it only shows up if Steam has been running for a while. Once it shows up, quitting and relaunching Steam fixes it for many more play hours.

When using a PS5 with a touchpad, the touchpad based hotkeys defined by a custom Steam Input config (steam://controllerconfig/892970/2917085089) the on-screen buttons don't work. The button overlay appears on the screen and the touch based highlighting seems to work, but no 'click' event is ever generated regardless of how hard you press the touchpad.
This behavior worked fine with the stable steam client, so for now I'm reverting back to that. I'm happy to add more details or screenshots if it would help repro.
