+1. Same here on 4225 and 4770.
I've got the same issue, but found the game runs just "fine" without the extension, so I think Valve can fix this without TOO much trouble:

Same problem AMD Radeon HD 6670
Guy with Radeon 6670 - just use the newer Catalyst.
This bug is about the legacy AMD drivers for chipsets up to HD 4xxx. The last version of the official Catalyst available for those video cards is 12.6, and I believe AMD will not update these drivers anymore.
Same issue with an HD Radeon 4570 using Catalyst 12.6. I and others have posted extensively about the issue at the following locations, among others:

+1 here. My desktop has a 4770, fails to load with the sRGB_texture_decode error. Haven't tried the workaround, though someone in the devguru thread Sulinde linked to reported crashiness and low performance using that method. Maybe Gaben can smack some sense into AMD and get them to update the legacy driver?
I wrote the workaround. It itself does not lead to crashes(its so simple and goes away after launch), but it does basically allow TF2 to run on unsupported hardware/drivers. That may be leading to crashes depending on hardware etc. Works perfectly for me, though.
Verified, I also have the same issue with Catalyst 12.6 and my Radeon HD 4670.
Fixed in Catalyst 13.1 Legacy release.
This issue has been definitively fixed with the 13.1 legacy drivers as posted above.
Confirmed, however performance of tf 2 in linux is way much worse than in windows on the same 13.1 proprietary-legacy drivers
Closing old non-Valve issue (can still be found in search).
Nothing extracted yet.
I have radeon mobility 4570, which has latest 12.6 legacy drivers. TF2 doesn't boot up with message Required OpenGL extension "GL_EXT_texture_sRGB_decode" is not supported. Please update your OpenGL driver. So all users of cards 4000 and lower have the same problem
