I have Multiple bluetooth controllers, when I decided to pair all of them to my computer. I also decided to change their bluetooth names, which for some reason caused steam to freak out. It no longer showed either controller, except for the occasional "Unidentified Controller". It also would freeze up randomly for a few seconds at a time. The controllers are 8bitdo's in switch mode, Emulating switch pro controllers.

Steps for reproducing this issue:

1. Pair Bluetooth Controllers to computer
2. Change the names of the controllers in settings as desired
3. Steam Crash's, Force Reload
4. Steam now runs, except it locks up a lot now, and does not see the controllers.
