Please describe your issue in as much detail as possible:

When in new Big Picture Mode (GamepadUI) on desktop (Xorg or Wayland) there is no option to control bluetooth on my laptop. Those options became available and work fine if i pass -steamos or -steamos3 to the client at startup.
The issue is, If I add -steamos or -steamos3 to my command line, then the in-game steam overlay stops working entirely with this bug reported here #8640 where the overlay doesn't get focus.

Steps for reproducing this issue:

  1. Start steam with -gamepadui option from command line or enter into big picture mode via button in the desktop client.
  2. Go to Settings page/screen
  3. Confirm there is no Bluetooth options

I'm not aware of big picture mode having Bluetooth settings previously. Treating as a feature request to expand its availability past SteamOS.

It does have it in old big picture mode when passing -steamos. But since it is already there should be a default behaviour outside SteamOS.
