When running under a multiseat configuration, game controllers are assigned to either seat0, seat1 or seat2 via udev rules. Any steam client running on seats 0~2 will capture ALL controllers. seat0 takes precedence if multiple clients are active.
Steps for reproducing this issue:
Set up multiseat (udev/loginctl/etc)
Assign controllers, or the USB ports they connect to to their specific seat.
Start steam on a non-0 seat.
All controllers work on that seat.
Start steam on seat0
Seat0's steam client now takes all the controllers.
