Steam fails to update. Says it needs to be online despite working ethernet connection.

Please describe your issue in as much detail as possible:

From the Steam website, I downloaded the steam_latest.deb file. I put the file in my Documents folder. Then, I ran steam from my terminal. It did not launch, instead it ran into a Fatal error saying Steam should be online to update and to check my network connection. I am connected to the internet with an Ethernet cable, so it is not my network. (In the logs I replaced my username with [username], just so you know.)

Steps for reproducing this issue:

Download the Steam debian file.
Place file in Documents folder
Run steam in terminal

I'm getting this same error on Linux Mint. Steam will install, but fails with a checksum error mismatch on the initial update. As such, it won't run on my install of Linux Mint. I've tried a dozen or more fresh installs of Mint and tried installing Steam as the first thing, so no other conflicts could exist. But to no avail. I've tried direct, through VPN, nothing works. At the end of the attempt I get the Steam needs to be online error.

I forgot to update my entry, but my problem turned out to be a bad RAM stick. Everything else on my machine seemed to work fine, only Steam wouldn't update. Somehow I figured out to check RAM and after replacing the bad stick Steam downloads/updates and works fine. Very random. First time I've ever run into that.
