Launch Steam, go to the library page where you have a "What to play next?" tray ("À quoi on joue ?" in French).
There, the very first game 'card' will display the string "parmi les joueurs et joueuses qui partagent vos goûts", loosely translated "among players that share your taste", will flicker very rapidly since it seems it wants to word-wrap on the "qui" word, but can't make its mind.
This is 100% reproductible, and unfortunatly leads to 100% CPU usage of one core, all the time as long as you are on the Library page.
Steps for reproducing this issue:
On steam, go to the library page,
Make sure you have the "What to play next?" tray with at least one game shown there,
