Also updated my computer to Ubuntu 23.04. Same issues as before, although the client seems to be slightly smoother.
I'm also having this problem, but only when using Wayland.
Still an issue, Ubuntu VPS 23.04. Running Big Picture mode is a fix, if you can still click the Steam application drop down menu. I was able to at least use that.
Yes, still a thing. I am using Fedora 39, Gnome and Wayland.
Still an issue for me too on arch. Steam will also open a window and it will flicker the whole screen white for a moment, just at random, even if a game is running or steam isn't in focus.
Same issue on the latest version of Linux Mint (ubuntu).. i only have it when i try to play a video full screen in the store... everything else is fine. Playing at normal size this works normally too.. (also Nvidia).
Changing drivers or switching to on-demand, Intel or Nvidia does not help.
Just passing by to state this still happening in Fedora 40 - I'm using the rpm Steam, nvidia with x11 on Gnome.
Whenever I go fullscreen in a video in the store pages, the entire screen flickens white / blank, then exiting full screen keeps the Steam screen blank.
Any solutions?
This also still happens to me when I start steam from the dash or launcher or using __NV_PRIME_RENDER_OFFLOAD=1 __GLX_VENDOR_LIBRARY_NAME=nvidia steam.
It doesn't happen when I start steam from the terminal with the integrated graphics.
When I try to maximize a video in the store, the screen begins to flicker empty to white, the sound begins to stutter and I can only close the Steam window using Activities overview. I still need to kill steam on the terminal, otherwise when I reopen the window the same issue returns.

I had the same issue, when I set
Steam > Settings > Interface > Enable hardware video decoding, if supported (requires restart)
to off, the problem was fixed.

PS if you are in the flickering state, you can right click steam in the launcher, and set it to Library to get out of this state.

The new beta introduced multiple issues:
White flickering/flashing before loading new UI components and windows. Hovering over any of the top bar elements that have submenus will trigger a white flash before the new UI submenu is loaded. Opening any new window does the same. Both can be seen in this video:

The browser has a transparent background when switching from Library to any webpage. This will result in the background/desktop and any open program windows that are under the Steam client to be displayed until the webpage loads.

In the video above major lag is also shown when loading a page like the Steam Points Shop or the user's Steam profile page.
(I have used evtest to record my mouse's scroll wheel movement. REL_WHEEL_HI_RES with a value of 120 is the scroll wheel rotating upwards, -120 is downwards - scrolling up and down)
The next issue involves the webpage and window resizing. Having the client load a webpage while windowed, then maximizing will result in a quarter of the top and right of the screen to not be able to scroll the webpage, until I switch to Library, then to any webpage. I think it's a resizing issue or something, as the client thinks it's in windowed mode, and at the top-left of the screen.

Another issue is that when I'm using Steam in maximized mode, I can still drag by the window's borders, but it won't do anything other than show the cursor for resizing. I also cannot double click to maximize/window from the top bar of the client. Dragging the client window to the top of the screen allows it to maximize, but dragging it to any of the sides will not resize the client's window to either the left or the right side of the screen.
A different issue is that if I create a shelf in the Library, and I have many groups on my list, I cannot delete the shelf unless I enter windowed mode. The 'delete shelf' button overlays the bottom bar, which doesn't seem to allow me to click it. Thankfully resizing the window to fit the bar before or after the button allows me to click it.
Also the 'Add a game' button popup seems to have a delay before it shows up. I'm not sure why that's happening.
Steps for reproducing this issue:
