It's NVIDIA 2080 Ti, Ryzen 5800X.
When you go into a game in your library, and click the latest news item, then click the title to go to a full-page view instead of the news overlay, the Steam UI vanishes.

Happens every time. However, viewing the news item from the store page works as normal and the UI does not vanish, it's specific to the library.
I tried turning off GPU acceleration, same problem.
Hello @LiamDawe, this issue did not reproduce here in a quick test. Maybe a corrupt file got cached.
How would I clean it out to recheck?
I have the same issue. Same Steam build, on Arch Linux.
