Steam has a hard time loading controller configurations. It loads the basic "gamepad" config for half of my games, and no matter which game I'm on, if I alter the config in any way or switch configs, I have to restart Steam to use my controller. But it's only the game that doesn't work.
Button Chords work just fine mid game. Restarting or launching other games does not fix it, you have to restart steam. If you play a game and don't touch the config it seems to work just fine.
Any changes made to controller config whether it's binds or sensitivity values will not save.
Steps for reproducing this issue:
Enroll in Steam Client Beta
Open controller config for a game and edit it, or swap it.
Try to use controller in game
Close the game and reopen
Notice that it loads default "Gamepad" config aka normal controller binds
