On a Steam Deck steam menus ignores global performance profile for refresh rate. If refresh rate globally set to 40 Steam UI still runs at 60 and this is causing screen flickering when switch from game to other view.

Main UI should follow global refresh rate to reduce screen flickering.

Steps for reproducing this issue:

  1. Set global refresh rate to 40
  2. Start a game
  3. Open Steam Menu and go to Library

This gets extremely annoying when I'm trying to set up stream input bindings, to the point that I've stopped using the refresh rate option at all. Having to wait for the screen flicker as I go back and forth between testing and adjusting bindings is too much. At the very least, the display shouldn't be changing refresh rate at all in the game overlay.
