There is now nothing pending; however, the same amount is still being shown (in the UI) as pending. (I expect that this will go away if I restart the client.)
Hello @dsalt, per Fixed incorrect pending wallet balance. in the 2023-06-06 Steam client beta, this issue might be resolved.
I've had reason to do a refund now – the amounts shown are correct, though I've yet to see if the pending amount shown disappears as it should. (I'll close this if it does.)
The second problem remains in evidence: my account balance is updated correctly, but the previously-pending amount is still shown.
Therefore, not closing.

Having just done a refund, I see that the pending amount is shown incorrectly in the UI – the account balance is shown twice, once correctly and once as the amount pending. This occurs in both the account management button and in its menu.
(The account web page shows the correct amounts.)
