The entire Steam client UI freezes frequently, in what appears to be multiple possible trigger scenarios:
shortly after starting up (upon desktop login), when I hover or otherwise interact with a UI element in Library view
the above, but especially when the News window opens; the News window seems to trigger freezes most frequently
when I'm scrolling through a product news post, and I hover a product card that links to a store page, if said card plays a gif/video on hover
when I attempt switching views in the main window (e.g. Library to Store)
Sometimes, Steam takes plasmashell with it and freezes it too, though other desktop applications tend to still function as normal. Sometimes the freezes are temporary and resolve themselves within 20-40 seconds, but sometimes they're permanent and require a restart of Steam. Notably, Steam can still be shut down from the tray context menu. Often, the menu bar at the top of the main window still works, but the rest of the window is frozen.
I'm running Manjaro stable, Linux 6.1.29 x86_64, mesa 23.0.3, AMDGPU (RX 5700 XT), KDE Plasma 5.27.4.
