Most likely a duplicate of #9422, but the screenshots are a near miss in the symptoms.
I have the same issue when running steam on GL3 hardware. The background can be transparent during transitions on sandybridge, HD 4200 and HD 4850. However I do not have this issue on HD 5770 and RX 6700.
An easy way to reprocuce this issue on modern mesa drivers is to cap the GL version to 3.3 by setting those env vars : MESA_GL_VERSION_OVERRIDE=3.3 MESA_GLSL_VERSION_OVERRIDE=330 steam
Note that any value below 4.3 will have this issue.
I have the same issue. I notice it's fine when I first start steam up maximised, but the bug happens after resizing the window. Running at 4k with forceddesktopscaling 2.0 with nvidia+gsync.

This is happening on my systems w/ Nvidia drivers on Ubuntu 23.04. When a menu sliders in or appears, it is briefly transparent beneath it. Same for new screens until the contents are drawn. This is very jarring. It happens in big picture mode as well as in the desktop client.
