When editing properties of a shortcut, the 'Launch options' field seems to have a limit of 4095 characters. Adding more characters is possible, but when closing and reopening the properties window, they disappear. They are still saved in shortcuts.vdf though. Having so many characters also causes severe performance issues, taking >1s to add or delete a single character.
However, actually launching the shortcut doesn't execute all the launch options. The length of the actual command executed is also 4095 characters, but that also includes the actual command, so a part of the launch options is cut off.
Upon further inspection, this is not exclusive to non-steam shortcuts, but also happens with games.
