Please describe your issue in as much detail as possible:

The R2/RT buttons on both the Hori RAP V Kai and the Nacon Daija arcade sticks are being ignored entirely by Steam, and consequently any games running under it. The buttons do work fine physically and are detected by other software outside of Steam. Standard Xbox controllers are also still working as usual.

This issue manifested sometime in the last few days as of this writing, as last week they worked just fine.

Steps for reproducing this issue:

1. Plug in arcade stick.
2. Push R2/RT button.
3. Receive nothing.
