I just got the new Steam UI, but the performance is terrible. By default (with GPU-accelerated rendering off), it's locked to 60 FPS (which isn't even an even fraction of my 144 Hz screen refresh rate), and when scrolling in the library it can dip down to 20 fps (according to the Nvidia overlay), with 30-40% GPU utilization on a 2080 ti. When I enable GPU-accelerated rendering, higher frames are allowed, but it still often dips down, and when scrolling in the library it feels like a stuttery mess and the GPU utilization increases to nearly 50%.
