Please describe your issue in as much detail as possible:

When Steam windows is minimized or hidden (only tray icon is visible), shutting down Steam (from tray menu) forcefully shows the main window. The windows should remain hidden/minimized as in previous UI, because it's annoying.

Steps for reproducing this issue:

Open Steam.
Hide to tray or minimize.
Exit Steam from tray.

Still no updates on this? Should be easy to solve since it didn't work this way before.

It's extremely annoying, because Steam will steal focus and occupy the entire screen just to tell me it's shutting down. I have a living room TV setup with Playnite, and every time it auto closes Steam, Playnite looses focus for a couple of seconds. I'm so bothered by this that I'll reconsider buying games from Steam in the future.
