This has just happened to me. Internet connection was lost for about a minute, but after regaining it, Steam didn't reconnect neither automatically, nor after manually selecting Online state.
Here's the strange part: I don't have this occur when I lose internet connectivity so long as I still have network connectivity. Those who have seen me at the airport while in group chat can attest to the fact that it reconnects me.
I can confirm this behaviour: It does not automatically reconnect.

Happens when I decide to switch from WiFi to wire for better latency.
Lost connect after im update Steam client with deb packages. Steam go in the only offline mode. Then im select Online mode for steam and restart the client. Then steam go in the Online mode.
(im using LAN)
I've tried to repro this, turning wifi on and off, wired on and off, switching from wifi to wired, and wired to wifi, and I'm not able to repro this (Steam is reconnecting for me). If you have a new way for me to try repro-ing it, please let me know. Thanks!
I'd like to add that recently, it's started working a bit more stably than it had been. I don't experience this issue any longer.
It started working a bit better probably a month ago, but I can't speak for @play3man.
This has been happening to me lately, if I lose wireless connection Steam does not reconnect when the connection is regained. My wireless dropping is not a new thing though, and Steam didn't have any problems in the past. I'm not sure if it's an issue with the latest update or not. On Arch Linux, 3.10 with rt3290 adapter.
Try compile this (http://pastebin.com/4WFMbXEc) (gcc fakenm.c -o libnm-util.so -shared -m32) to library and preload it, in replaces broken libnm, that locks steam after connection break. Problem was in lock while waiting dbus connection to unexisting dbus service.
I've got the same issue, can't reestablish connection to steam without killing steam. Also, when I've turned off wifi but got a cable connected, and start steam, my wifi gets turned on. It's not a problem per se but network manager + steam doesn't seem to be the perfect match. (Playing dota 2 on ubuntu 13.10.)

I suffer from same problem, when connection is unreliable I have to close steam and login again, it wont go out of the reconnecting loop, and the network is served by fiber optic
Still happen, if you change your network, steam will still working, but it will not renew your session, so the store will work, but anything related with your personal info will work... and games will not start unless you restart steam.
