Sometimes when a "popout" browser window closes, the main steam window (if open) freezes for about a minute, i have not been able to consistently reproduce the issue

Steps for reproducing this issue:

1. Open main window
2. with the main window go somewhere that is not "Library" (like "Store")
3. open a popout browser window (example via middle-mouse-button on a link in the store)
4. wait for the popout browser to finish loading
5. close the popout browser
6. sometimes observe the main window freezing
