I had similar issues recently on Fedora 39. Switched distro, installed Steam via Flatpak. Same issues.
I found that adding "PULSE_LATENCY_MSEC=60" to my launch options does fix it for me at least in the one game I tried.
Don't have Fedora any more to test tho.

Please describe your issue in as much detail as possible:
The audio is stuttering in games, there are occasional crackling sounds as well, but for the most part it's just skipping 1-2sc of audio every 1-2sc. Other apps (Spotify, Firefox, VLC...) work fine, and they don't seem to be affected when I launch a game.
The stuttering happens for both native and non-native games, and regardless of how I connect my headset (plugged in my screen's output, through bluetooth...). This is a pretty recent bug, which I think appeared with recent the UI changes.
I'm using the native Fedora version of Steam, but the results are the same with the Flatpak version.
