I think it is not Steam problem but your Router can't handle much simultaneous connections, because of NAT.
When NAT table is full, internet just hang for a while or until restart.
Thanks for the suggestion, but unfortunately I have not solved the problem.
I tried to download Penumbra: Overture and gives me the same problem, although only and exclusively the Steam PC was connected to the router.
Then, after having turning off then on the wireless interface of the PC I tried to download, browse, use Ubuntu Software Center to download something random, connect other devices to the router wiht WL/ETH and use them on the internet at the same time and everything worked properly. But when I started to download through Steam, that's the problem recurred.
Well, I guess Steam use multiple connections during download process. It is same as for example Torrent use. You can try to download something from torrent (linux distro) and see if it happen too.
There is no other reason I think.
ZexXx86 i'll try it, i don't understand why, with the same PC, in Ubuntu 12.10 x64 Steam Client work properly when download and now with 12.04 x86 not
Sometime ago I found one browser makes hundreds of connections to same server without any reason. Probably bug in some library or something like that.
So update some system library used by Steam will be the solution?
I don't know, but I think it is not Steam bug since it works for thousands behind NAT. But of course, it is possible.

Reading over some forum, like ZeXx86 says, is Steam client that cause NAT overload. Tomorrow I'll try to change, where possible, some Steam connection settings. What is curious is that in Windows 7 x64 everything goes right e when i used Ubuntu 12.10 x64 also.
Maybe your network settings in Ubuntu 12.04 are little bit different, such as DNS server, gateway, etc. It could cause some duplicates or excess overload in network. Can you connect your PC directly via ethernet?

Yesterday I started to download HL1 and after a while the internet connection is stopped. The other programs that make use of the connection stop working.
To restore the connection and download steam I have to turn off the connection to the router and restart programs.
I use a wireless connection.
All other devices (phone, laptop) connected to the router work properly
When I finally managed to download HL1 (after a lot Steam/Internet Connection restartI was able to play without any problems.
My sys: Ubuntu 12.04 LTS x86 fully updated, Steam Fully updated, USB wireless card.
This is the second time I install steam on ubuntu, the first installation was on Ubuntu 12.10 x64 and download the games work properly (i change Ubuntu/Steam config because i had problem to playing game).
