When closing Steam from the system tray, it closes whatever software I'm focused on. It restarts the computer when I close it while on the desktop screen.

Steps for reproducing this issue:

1. I click on system tray icon.
2. I press Exit Steam.
3. Steam closing screen comes up.
4. If I'm on Steam it just closes Steam. If I'm not, the system or the software I'm focused on shuts down.
5. Appears system shutdown screen and system restarted.
