I can confirm that DXVK/VKD3D must be disabled for LOTRO to run as of a game update on 2022/05/25. In my case I'm using Lutris and so the details of what happens when DXVK/VKD3D is enabled/disabled is unclear to me. The version of DXVK I was using is marked 1.10L (default) in the Lutris UI, but I also tried a few lower versions. The situation is somewhat complicated by the fact that LOTRO issued a game-breaking change for 64-bit clients such that a transition from use of multiple .ini files for either 32-bit or 64-bit clients to use of a universal UserPreferences.ini for both 32-bit and 64-bit clients failed to merge in graphics settings from UserPreferences64.ini. Nevertheless, in my case, regardless whether the UserPreferences.ini is fixed, enabling DXVK/VKD3D via the Lutris UI still breaks the 64-bit game client.
Someone noted that they believed LOTRO deployed some new Vulkan DLLs with this update, but I have not done a deep dive into this.

Those Vulkan dlls probably load DXGI, so we end doing endless recursion with DXVK. I guess you could try setting the Wine DLL override to builtin for those.

So it looks like vulkan-1.dll and vk_swiftshader.dll might be new though I don't have a non-updated install to compare to.
I do not see the likes of system vk_swiftshader* in any Lutris or Wine folders ... unlike the fact that vulkan-1* does appear in locations of that sort. I wonder if that means that setting to builtin doesn't really change anything.
Edit: One user with a Wine (not Lutris) install, has since reported that using builtin for vulkan-1 was enough to get him back up and running. This also fixes my Lutris configuration so it launches the client when Enable DXVK/VKD3D is ON.

You 're right, this works fine and i agree that this is the best solution. You should only override the vulkan-1.dll so all the cool dx-vk options like hud, fps limit i.e. will still work with this configuration :-) Thank you!

I wasn't able to reproduce both when i tried installing through steam or lutris.

AFAICT, this is not a DXVK issue. It was resolved by means other than changing the DXVK. I have no issue with running LOTRO with a stock DXVK since. It is still required for me to have this in my wine configuration to launch the LOTRO client (not the launcher) with DXVK enabled:

This condition is connected to use of the 64-bit client. I do not think it can be reproduced with the 32-bit client. The 32-bit client is pretty near end-of-life according to the publisher. Hmm. Looking deeper, I see there is a DXVK 1.10.2 vs the 1.10 configured. I need to check that one... ok, yes, the results are the same for 1.10.2. It happens that this also works:
vulkan-1 (builtin, native)
Okay i tried this again and i still couldn't reproduce this through steam proton with either 32 or 64bit version.
But i then found that yes it's an issue when i launched with regular wine outside of steam. Had to set the override to builtin then.
