Its a driver issue. 396.18 with new compiler fixes sun issue, but these drivers perform badly atm.
Shadows work if you enable nvidia PCSS shadows from game options
Sun issue should be fixed by the current Nvidia beta driver.
I'm aware of the shadow issue but I cannot debug it at the moment as the game does not work with DXVK on RADV. From what I've heard it happens with wined3d as well, but someone reported that it doesn't happen with DXVK on Windows so the issue might be somthing else.
Can anybody confirm if the new nvidia driver fixes the indoor lighting issues? All light sources aside from the sun don't appear to illuminate the scene on my end.
Edit: Or rather it seems to be directional light sources... But not all of them either, because headlights work... Sorry, this just makes it more confusing.
Reflections, such as mirrors, seem to render the correct lighting, however.

Using Nvidia PCSS Shadows settings, seems less bugy
For me personally indoor lighting seems to render correctly in GTA V now. So at least my addition to to this issue is fixed now. Sun was fixed by Nvidia.
Right, from what i've heard it seems to run quite well with the latest driver updates. Please re-open if there are any issues remaining.
ohh yes, i forgot to mention before, i haven't seen any issues with lighting iindoors with 396.18.07/.08 nor with 396.24 drivers
