I've played this game (unofficially) on Arch + Hyprland + Wine previously, and it worked completely fine then. I purchased this game on Steam and I am now using Fedora + KDE Plasma + Proton, and the game does exactly what the title describes.
This also happens randomly (for example, after 10 minutes of gameplay), but there are spots (such as the one in the video below) where it will happen 99% of the time.
Below is a video showcasing the issue, the game visually freezes but absolutely everything else works, I can enter menus and even play the game. (apologies about the low resolution)

I suspect this is caused by ANV.

Been a while since I played Dark Souls 1, where exactly is the spot in the video?

The spot where the video seems like its paused, around 20 seconds in. If you listen, the game is still playing, but the screen just stops updating.

Apologies, I misunderstood the question.
Its the sewer place where you make your way from Firelink Shrine up to Undead Burg.
From here it shows briefly where it is and where I'm at, at around 29:27.

I started a new game with DXVK 2.3 and played from the beginning to Undead Burg. It didn't hang. (Nvidia GPU)

So I suspect this is an Intel ANV driver bug.

Also do you have any clue why it worked previously on a different distro and quacked? Is it also due to some update to the Intel ANV driver?

Ideally you also make an apitrace of that bit of sewer where you said it can be reproduced reliably and add that to the Mesa issue. And/or maybe add your save game (I don't remember whether DSR saves are tied to the steam account).

Another thing to try would be to launch with INTEL_DEBUG=reemit
