Can you share a save game with the level unlocked where it happens? Then I'll poke a bit ingame
Save file: Spider-Man SD Save.fpop
Put it in Documents/Activision/Spider-Man (TM) SD/Save.
It's the first save slot, "Continue", and you'll be exactly in the spot.
Which resolution to you use? Could the walkthrough you found just be because they game at 4k?

Could the walkthrough you found just be because they game at 4k?
Yes.
Testing myself in 4K with Gamescope, I have to try harder (but not too hard) to reproduce on 4K, and the video doesn't try hard enough. In some instances, I can see a very slight cutoff.
But I should have looked at when they enter the interior. The cutoff is there.
(Compare to the Xbox 360 version, which I imagine Beenox gave more attention to, where the spotlight is always on.)
So... feel freer to close this as not planned.
(It's still weird that the issue is worse on amdvlk, though)
Does it change anything on amdvlk if you run it with the config d3d9.floatEmulation = Strict
Does it change anything on amdvlk if you run it with the config
d3d9.floatEmulation = Strict
No changes (that is, it's still much worse than RADV).
Yea i do see what you mean with amdvlk. Not sure what is up with that, if it is a amdvlk bug or what.
Nothing extracted yet.
In the Noir levels, some lights are bugged: they cut off at a distance that is too close to the camera, and they flicker at the cutoff (the amount of flickering depends on the angle).
While there aren't many of them, I found a room where this is particularly noticeable, with a giant bugged spotlight at the center of the room.
At lower resolutions, the issue becomes worse (the light cuts off even sooner).
The light flickers at the angle.

Note: this isn't the situation of: "It works on native Windows, but it breaks with DXVK".
The situation is: "The game does something that doesn't work ~on many (but not all) configurations~, and how broken it is depends on the configuration. On the Windows PC I tested, the issue is both on native and DXVK (though with DXVK it's worse)."
So, feel free to close as not planned.
Example of a longplay that doesn't reproduce the issue (unfortunately, they don't list their specs): https://youtu.be/dHZ1U1EA0YU?t=17794
But other longplays do reproduce the issue.
The issue was first posted on Mesa, so there are more details there. https://gitlab.freedesktop.org/mesa/mesa/-/issues/11599#note_2509084
