Is that the full log?
Unlikely to be a dxvk problem, seems to work fine here.
P.S.: From the logs it appears you are using WineD3D?
P.P.S: This seems to be about the "Remastered" Extended Edition, not the original. Can you confirm?
If this is the full log then your Steam/Proton setup is scuffed and the game doesn't even get launched at all, nothing to do with DXVK.
Also, for future reference, please format things in such a way that they are actually readable, I took the liberty to adjust it.
In my case works with dxvk 2.5.3 and mesa 25.1
Rise of Nations: Extended Edition works fine here with both GE-Proton9-25 and Bleeding Edge.
Since your log ends early I'd make sure no left over Wine processes are running in the background. A reboot would do it.
Also test extended edition and work ok in my case with mesa 25.1 too
I'm gonna close this as the issue seems to have resolved itself.
It takes a painfully long amount of time to launch. The log file it generated is also a mile long, but hey, its working now so I'm not complaining.
