Does it work fine if you downgrade to the 23.8.2 AMD driver?
Because of this error spam i am thinking maybe it is caused by the driver issue that showed up with a lot of dxvk games after said version.
err: Presenter: Failed to get surface capabilities: -13
Edit: Though that is usually printing the below now that i recheck
err: Presenter: Failed to create Vulkan swapchain: -13
I have not been able to reproduce on Windows with either Intel or AMD. Though the AMD test is a bit borked because the rendering is frozen because of the issue above.
Nothing extracted yet.
The PC port of Mighty Gunvolt Burst has one bug when played on AMD cards and it's that it won't render any of its fancy lighting effects, looking fairly flat (the effect still works through Nintendo Switch emulation)
How it looks by default:

How it should look (w/ DXVK):

(Oh, it also gets rid of the window bar and seems to stretch the aspect ratio to fit, another thing to consider)
While DXVK finally addresses this issue it also introduces another one, and it's that somehow it causes the game to continue running in the background whenever closed through the in-game menu, closing the window manually or force-closing with Alt+F4. The only way to properly shut down the game is through the Task Manager or by pressing the "Stop" button on the Steam client.
