ERROR doesn't exist on 2.6.2, I'm reverting to that version.

Hi there.
What GPU do you use? 2.7 upped the driver requirements and as a consequence pre RDNA GPUs on Windows won't work anymore since their driver doesn't meet them.

Yes that sadly won't work anymore on Windows with dxvk 2.7+

Yes. GPUs back to GCN 1 such as the HD 7000 series (Southern Islands) are still supported and getting new feature updates.
