DXVK isn't really involved with mouse stuff at all, there's situations where we have to draw the cursor, but Sims 2 isn't one of them as far as I'm aware and cursor positions getting fucked up in the mess that consists of wine and all sorts of compositors is a tale as old as time.
Enabling the virtual desktop thing in the wine config may or may not fix it or at least change the behaviour.
Virtual desktop does work but there are occasional issues where the Fullscreen gets really wonky.
I know I haven't uploaded any logs yet but I saw that, when going from Windowed to Fullscreen, it tried to involve Fullscreen at a lower resolution and then immediately tried to invoke it at the set resolution (1920x1080).
I assume the game, somewhere, doesn't realise it also set itself to 1920x1080 and so the UI and such is visually acting as though it was in the lower resolution.
Just a theory, but seems quite likely considering the logs.

Here you can see how the cursor is where the "Quit" button would be, and does select it, yet it doesn't match up with what is visually on-screen. Tried pressing Alt + Enter to switch it to Windowed. Then I pressed it again to switch it back into Fullscreen and same problem...
