The logs look normal. I assume this is Windows weirdness. I can't reproduce it. I can run 32bit d3d9 games with DXVK just fine, both on Windows and on Linux.
Make sure you don't have any overlays installed or other software that tries to insert itself into the rendering of a game.
Discord overlay is disabled, NVIDIA app overlay is disabled, RivaTuner is not running

I tried to run Layers of Fear 2016, but I got an error message.
Unfortunately, this is the only game I found on my computer with DirectX 11 and a 32-bit executable.
I tested DirectX 11 x64 games and none of them run, but at least they all gave errors, except for Far Cry New Dawn.

Your layers of fear crash mentions "bdcamvk32.dll".
That seems like a Vulkan layer that belongs to Bandicam.
So it looks like my guess about Vulkan layers or programs, that hook Vulkan in any way, was correct.
Uninstall Bandicam and try again.
All this time, it was the fault of the bandicam I installed for fun. Thank you for deciding to help, now all games are running.
