I hate GTA IV, so I'm definitely not gonna play through more than half of the game.
Can't reproduce in version 1.2.0.59 of the game on GTX 1080 + DXVK 2.7.1 (Windows 10, Nvidia driver version 581.80). The game doesn't crash on Lure mission for me.

1.0.8.0 is not a Complete Edition.
Anyway. Took me a few hours to get to the lure mission in 1.0.8.0 (because 1.2.0.59 saves aren't backwards compatible), and 2.7.1 doesn't crash there either. Vanilla 1.0.8.0 + dxvk 2.7.1 that is.
But I am using a much older gpu, so maybe there is something wrong with newer Nvidia drivers or RTX cards. Either that or your combination of mods doesn't play nicely with DXVK for some reason.

Could be anything really. DXVK conflicts with something on your end. The question is with what exactly.
For starters, can you completely uninstall mods, reinstall vanilla 1.2.0.59 game and replay the lure mission with dxvk 2.7.1? Can you replay the mission in a completely vanilla 1.0.8.0 (with dxvk 2.7.1)?

Workaround: rename movies folder/directory in game root, and TLAD and TBoGT subfolders/subdirectories to e.g. movies_broken
The problem is the bink movies not being able to be loaded and/or presented without GTA IV crashing, ensuring the files never get loaded in the first place keeps them from crashing the game.
Downside being no working TV anymore, compared to crashing that seems like a acceptable compromise.

It seems to be Bink Video related, could be that some API behavior/expectations by the Bink Video library are no longer being met?
Update: afaict it seems more of a GTA IV game or Wine bug than DXVK related.

dxvk 2.7.1 version causes crash to desktop of GTA IV Complete Edition during the Lure mission, Actions speak louder than words mission and possibly for Out of Commission mission for GTA IV basegame. I'm not sure if this latest mission issue is caused by dxvk or fusionfix but the two first mission listed in this issue are caused by dxvk for sure. I deleted the file and game didn't crash anymore. You can find other players with same issue on the GTA 4 reddit
