Water surfaces become overly bright when they aren't in the center of the screen.
This is most noticable during nightime but is also present during daytime.
Unlike the red dot issue this also happens with 2.7.1, but not with Vulkan directly.
I already tried PROTON_HIDE_NVIDIA_GPU=1 and it didn't fix it.

Well at least I can sort-of reproduce this one, but only on Nvidia, it works fine on RADV.

For some reason the driver just hangs as soon as I try to actually debug this, so can't really do an awful lot here.

Edit: Got it to work, seems to be a shader compiler issue of sorts.
