Well, it looks like it may be a mesa bug, after all:

There a patch in that bug report that apparently fixes it.
I'll try it when I get home and update this issue accordingly.
Well, that patch has been committed to mesa-git... that was quick. So we'll see if it works.
It was indeed a mesa issue, and it's fixed now!
I've played for a while ESO on dxvk, and it works!
Better than wine, actually. It even seems like I get higher FPS too.
So this issue can be closed, and Elder Scrolls Online added to the list of supported games.
I've done some testing, and, at 4K, same settings, I get more FPS on wine staging with DXVK than on Windows 10
When using DXVK on RADV (either mesa stable or git), ESO renders fine (better than wine, actually (https://bugs.winehq.org/show_bug.cgi?id=44514 )) and works well... until after some seconds, the whole system freezes, requiring a reboot.
I had already mentioned this elsewhere, but I think it deserves its own issue.
