This also happens to me when not looking at or near water. Does it on High/Epic settings, but not Medium/Low. It might have something to do with the Reflection and/or Shader Quality settings. It flashes a lot of other colours too with ray-tracing disabled.
Just noting here that i have not been able to reproduce this issue on Nvidia so far.
Looks like something where RADV_DEBUG=nodcc %command% as launch option or amdvlk could potentially help.
I can see this problem as well:
nodcc doesn't prevent it from occurring and didn't seem to have any visual effect on it.
amdvlk doesn't have the same issue.
As far as I could see the following combination of settings is needed for the issue to occur:
If you set effects quality to high or epic it will make the glitch worse, but won't cause any issues on its own if the previous conditions aren't met.
*performance cause some sort of line to appear at the bottom of the screen while moving the camera, but the waterfall itself has no strange glow.

I should've mentioned that this issue was happening to me on an RTX 2060 Super with the closed 565.77 drivers. (VKD3D-Proton v2.14.1, Wine 10.1)
I've tried downgrading to 565.77 (from 570) now too and am sadly still not able to reproduce when i match up the settings or mess with them myself. Tested both 2.14, 2.14.1, the one shipped with Proton Experimental and also Bleeding Edge. Also tried faking a 1440p resolution via gamescope (monitor is 1080p)
This is on a RTX 4080

I can't repro either on RTX 4070 fwiw. Maybe it's a driver bug, but I don't have a Turing RTX card available for testing.
A new issue should be made with images and/or video. Only footage so far showing breakage has been on AMD.
I overrode nvcuda.dll in my Wine prefix and I haven't had this issue since, so I don't know what's causing it. There's a video of before I overrode it in the archive, but ⚠️⚠️ !! epilepsy warning for the video !! ⚠️⚠️
