The second issue is that Steam doesn't start from launcher, anymore. It can only start from terminal.
This is the issue being tracked at #8179.

Please describe your issue in as much detail as possible:
The first issue is that the system becomes incredible sluggish/unresponsive, despite processor not going passed 20-30%, whenever steam starts.
Initially, this issue lasted for around 1 min after Steam started and while a game was starting, afterwards the issue disappeared.
Also, the performance issue is very noticeable when external monitors (2) are attached. If I disconnect them, the performance issues of the system are bearely noticeable and disappear once Steam finish starting.
As you can see from the following screenshot, steam is found as process, but does nothing.
