Games keep on loading Vulkan shaders every time I open them. Not all games but most of them do, ARC Riders doesn't for example but Baldur's Gate 3, The Last of Us 2, Cyberpunk 2077 and many more do.

Steps for reproducing this issue:

1. Open Steam.
2. Load any game.
