Comparing content_log.txt in this issue report to the content_log.txt in #12668, there's a substantial increase in lines that have ~ AppID <appid #> has no changes, # active <appid #> (<hash>),<appid #> # target <appid #> (<hash>),<appid #>.
This is a much stronger indicator that something's gone awry compared to your previous feedback.
Well, I as seasoned tester and supporter am always glad to be of use.

For some reason, these updates also proc Steam Redistributables update/validation and/or Proton updates/validation.
Which are VERY taxing operations for my hardware.

No redundant downloads because no games were installed.
Somehow, this title https://store.steampowered.com/app/3622640/ was appearing in my library as installed - but that's the matter for another ticket (once/if we'll settle with the bigger problems somehow, that's it). It didn't made any traces in in-Steam's Downloads window anyway.
More cunning stunts tomorrow.

Please describe your issue in as much detail as possible:
Steam is keeping fetching imaginary updates in dozens.
Shader precaching and shader download are disabled.
No games in the list use Proton 10, by the way.
Steps for reproducing this issue:
See aggravating response in #12668 .
Disable shader precaching and shader download on Steam.
Restart Steam few times.
Make sure that Steam doesn't try to fetch needless updates en masse and whatever pending updates were, these are all installed.
Play some games.
Close Steam.
Start Steam on next day.
See redundant downloads, again.
Say some extreely emotional words.
Go to GitHub, make another issue, which will lead to nowhere, again.
